Wilmington Voter Record Contents
A public match can identify the voter, registration status, county, precinct, party, registration date, and voting districts. It may also show a residence address, polling place, sample ballot when available, absentee status for an applicable election, and past participation. These fields help distinguish two people with the same name and confirm whether an address falls in a Wilmington precinct.

The result is an election record, not a broad biography. Polling assignments and districts may change after a move or boundary update. Check the displayed status and registration date before treating an older address as current.
Wilmington Ballot Privacy Explained
Participation history answers a narrow question: whether a person participated in an election and, when supplied, the method used. It does not disclose candidates, contests, or ballot choices. The secret ballot remains secret. This distinction matters when using Wilmington voter records for family research or civic verification because a participation entry cannot support any claim about how someone voted.
The North Carolina voter-record statute defines the public and confidential sides of the file.
The statute permits public lists while withholding exact birth dates, Social Security numbers, driver-license numbers, voter ID images, certain election email addresses, and the agency where a person registered.
Confidential by law. Under G.S. 163-82.10, a signature may be viewed but not copied or traced, and protected residential addresses are withheld when statutory conditions are met.
Wilmington Voter File Downloads
The NCSBE voter registration data page publishes a free New Hanover County ZIP file. Current files are refreshed weekly on Sunday evening. The download is compressed, tab-delimited data meant for filtering rather than a person-by-person web screen. It includes current county records plus more than fifteen years of historical snapshots. The published layout explains each column and its order.
The download table is the fastest route to a full county file. No request form or charge is needed for the posted ZIP.
- Download the current New Hanover registration ZIP and its layout file.
- Open the tab-delimited text in software that preserves long identifiers and leading zeros.
- Filter by status, precinct, district, party, name, or another public field needed for the lawful task.
- For a custom category or medium, write or email the county board with the fields, geography, date, and preferred format.
G.S. 163-82.10(c) allows any person to request a reasonable category of voter list. The requester reimburses actual preparation cost. A service charge of up to $25 may apply when data is furnished on magnetic media. No verified local form or fixed county price was found, so ask for an estimate before ordering custom work.
Wilmington Public File Fields
The file goes far beyond the fields in an individual result. Name and identifier columns include the county ID, voter registration number, NCID, surname, first and middle names, and suffix. Status columns hold codes, descriptions, reasons, and reason descriptions. Residence and mailing groups separate street, city, state, ZIP, up to four mailing-address lines, and a phone field.
Demographic and registration fields can include registration date, party, race, ethnicity, gender, birth year, age at year end, and birth state. Presence flags show whether certain ID facts exist, not the secret numbers themselves. Geographic columns cover precinct, municipality, ward, congressional and legislative districts, courts, county commission, township, schools, fire, water, sewer, sanitary, rescue, municipal, prosecutorial, and voting-tabulation districts.

County reports complement the state file, especially when a prepared history spreadsheet already matches the needed period or category.
Linking Wilmington Voter History
NCSBE publishes a separate voter history download each week for elections in the past ten years. It contains registration number, NCID, party, county, precinct, election, and voting method. Names and demographic facts are left out. Join it to the registration file by NCID or by county plus voter registration number.
The history tables also offer group-level statistics reaching back more than twenty years. For a complete election-specific New Hanover count, use the statewide file and filter the voted-county field, since a county file describes people currently registered there.
Note: A joined history row proves participation and method only; it can never reveal a Wilmington voter’s selections.
Wilmington Registration Status Changes
Inactive does not mean cancelled. An inactive voter may confirm or update information and vote if eligible. Address changes, returned confirmation mail, death notices, a move that creates a duplicate registration, felony status, or a voter’s own request can affect the record. Federal safeguards generally prevent removal solely for not voting and require the applicable confirmation and waiting process.
The lookup offers Removed or Denied as a separate search choice. The downloadable layout also notes two masking signals: a number sign in a name field or an `xx/xx/xxxx` registration date can mean county staff are reviewing data to prevent release of confidential or wrong information. Removed voters disappear from the published file when their most recent vote is more than ten years old.
A voter can submit New Hanover’s cancellation form by mail, fax, or scanned email. The form requires name, birth date, registration address, city, signature, and signing date, with other identifiers optional or conditional. False completion is labeled a Class I felony.
Protected Wilmington Voter Addresses
A qualifying voter may keep a residence address out of public copies by providing the election board with a protective order and safety statement, or a valid card from the North Carolina Address Confidentiality Program. The program serves eligible people who relocated because of domestic violence, sexual offense, stalking, or human trafficking.
The protection does not erase the whole voter record. Name, precinct, and other registration data remain public. Election administrators retain the actual address for election duties, while law enforcement and a person authorized by court order may gain access under the statute. Older public records are not automatically removed by enrollment.
North Carolina had no comprehensive consumer deletion or universal opt-out statute identified as of the research date. Official voter data therefore follows election-law confidentiality procedures, not a data-broker suppression request.
Wilmington Elections Office Access
The New Hanover County Board of Elections is the local custodian for Wilmington registration questions, custom categories, protected-address handling, and records the online tools do not settle. All operations moved to 226 Government Center Drive on January 30, 2025, so an older address in a saved guide may be wrong.

Historical Wilmington Registration Evidence
Digital snapshots cover more than fifteen years, and statistical series extend beyond twenty. Earlier poll books and registration registers require a different route. No authoritative catalog entry with exact pre-digital New Hanover coverage was verified, so the sound fallback is a targeted inquiry to the county elections office and the State Archives Government Records Branch.
Ask for poll books, registration books, precinct returns, election year, and township or precinct. Historical names may use initials or variant spellings. Cross-check a likely match against city directories, newspapers, census material, deeds, or family records rather than assuming a name alone identifies the same person.
Use Wilmington Voter Records Lawfully
Public access is not permission to threaten, track, or harass anyone. North Carolina’s stalking and cyberstalking laws can reach repeated conduct or certain electronic tracking and communications. Protected addresses and confidential identifiers deserve special care even when related public facts appear elsewhere.
Keep only the fields needed for a lawful civic, family-history, or verification task. Do not attempt to obtain hidden values through pretext, copy a voter signature, or infer ballot choices from participation.
