Wilmington Public Records Landscape

North Carolina law starts with a broad rule: material made or received in public business is generally open unless another law protects it. That rule does not place every Wilmington record in one office. New Hanover County keeps most identity-bearing local files. The state courts, election officials, correction agencies, and licensing boards hold other sets. Access also differs by format. An index may be free to view while a certified paper copy carries a fee.

Sealed and expunged cases, juvenile and adoption matters, protected addresses, and specified vital-record data do not become open merely because related information appears in an index. A voter file also withholds birth date, Social Security number, and driver-license number. The right route is the custodian responsible for that record set.

Wilmington Records Under Chapter 132

North Carolina Public Records Law permits any person to inspect an open government record at reasonable times and under reasonable supervision. G.S. 132-6 says copies must be furnished as promptly as possible. It sets no fixed number of days. The record’s volume, location, need for review, and lawful redactions can affect the response time.

The ordinary copy charge is limited to actual reproduction cost under G.S. 132-6.2. A reasonable special service charge may apply when a request needs extensive technology resources or extensive clerical or supervisory help. The agency does not have to create a new record or answer a research question. A request works best when it identifies an existing series, date range, office, name, address, case or parcel number, and desired file format.

That official chapter is the starting point, while record-specific laws still decide what must be withheld or redacted.

New Hanover Records Request Routing

New Hanover County’s routing system prevents a common mistake. Its Information Requests page sends marriage files to the Register of Deeds, divorce and other court files to the Clerk of Superior Court, and property or tax material to Tax Administration. General county administrative material can go through NextRequest. Sending a specialized record to the general portal can add delay because the request must be redirected. The routing choices reinforce the local custody map: record type determines the office, even when all offices serve Wilmington residents. For other county files, New Hanover NextRequest lets a requester make a request, review published requests, sign in, describe the desired material, and track messages or releases. A useful description names the record series, department, dates, people or addresses, known identifiers, and preferred electronic format. The portal supports general county requests, but it does not replace the Register, court clerk, or Tax Administration channels assigned by the county.

Note: Ask for the statutory basis for each withholding when an office redacts or denies part of an otherwise identifiable record.

Wilmington Deed Records Index

The New Hanover Register of Deeds holds deeds, deeds of trust, satisfactions, liens, subdivision and condominium plats, fixture-filed UCCs, assumed names, marriage licenses, and local birth and death records. Its web index separates people from companies and can limit a person to grantor, grantee, or both. A grantor transfers an interest; a grantee receives one. The office advises searching spelling variants because its online information may be partial.

The official site does not state a dependable earliest online year. Do not infer full historical coverage from a blank search result. Office computers are the authoritative fallback, and mailed copy requests need a self-addressed stamped envelope. The Register does not conduct a title search or decide whether a lien has been legally cleared.

The office guidance matters most when spelling, older filings, or incomplete web data leave the first search unresolved.

Wilmington Records Copy Costs

A web image and an official certified copy serve different purposes. New Hanover advertises online deed viewing and printing at no cost. At the Register counter, an uncertified instrument copy costs $0.25 per page. Certification costs $5 for the first page and $2 for each additional page. Certified map prices begin at $5 for the first page and vary with size.

This difference also explains a local scam warning. New Hanover cautions residents about an $86 deed-retrieval solicitation because an ordinary deed image may be printed free from the official index. The county’s free Fraud Alert can send an email when a document is recorded under a watched name. The alert includes a document copy, but it is a notice tool rather than a ruling on whether the filing is valid.

Wilmington Property Records Portals

New Hanover Tax Administration maintains the assessment roll and parcel cards. The eTax property system offers Owner, Address, Parcel ID, and Advanced modes. A parcel record can include the owner, situs address, tax mailing address, parcel identifier, assessed values, improvement facts, sales references, permit links, maps, and a structure sketch.

Situs means the physical property location. A mailing address is where the tax notice goes, and it may point elsewhere. Neither field alone proves where a person lives. Assessment data also do not settle legal title. Ownership or sale changes may lag the online extract, while map boundaries and aerial alignment are informational rather than a survey.

The free GIS route adds parcel, address, zoning, flood, and jurisdiction context. Its public parcel layer does not itself show individual owners, so a map search should pivot back to the tax roll. In person, Tax Administration is at 230 Government Center Drive, Suite 190, Wilmington, and answers 910-798-7300 from 8:00 a.m. to 5:00 p.m. weekdays.

Wilmington Court Records Channels

State trial files for Wilmington are held by the New Hanover County Clerk of Superior Court. The courthouse is at 316 Princess Street and is open weekdays from 8:00 a.m. to 5:00 p.m. The free eCourts Portal can search a party, case number, citation number, attorney, or business name. Advanced controls can narrow by New Hanover County, case category, party type, and filed dates.

Portal entries are informational. They commonly provide a case number, caption, court, case type, filing date, parties and roles, lawyers, events, hearings, and a disposition when entered. Public documents vary by case and access level. Sealed, expunged, juvenile, adoption, and other confidential matters remain unavailable.

The local terminal can search criminal matters by defendant, case number, or victim or witness name, and it also reaches civil, estate, and special-proceeding information. Visit the clerk for paper or electronic file inspection. Call 910-772-6600 before a mail request, then provide the full party name, case number if known, approximate year, document title, and return details. A June 2025 eCourts kiosk added scanner, printer, and payment functions at New Hanover, strengthening the in-person path when Portal is not enough.

Wilmington Vital Records Limits

Certified birth, death, and marriage copies for New Hanover events can be ordered from the Register in person, online, or by mail. County certified copies cost $10, while uncertified copies cost $0.25. A county out-of-county state-system search costs $24. Mail submissions require the application, payment, supporting proof, and a self-addressed stamped envelope.

G.S. 130A-93(c) limits certified copies to the subject and specified relatives, legal-rights claimants, and authorized representatives. The law does not use a blanket rule that North Carolina births or deaths automatically open after a set number of years. Certain birth identity and parent data are outside Chapter 132, while uncertified access remains subject to redaction and record-specific law. Divorce decrees come from the court clerk, not the Register.

Wilmington Custody Records Lookups

The Sheriff’s Inmate Inquiry concerns current New Hanover detention, while the N.C. Adult Correction search covers people serving or formerly serving state prison sentences and people under state supervision. They are not interchangeable. The county detention facility is in Castle Hayne, and the Sheriff’s main number is 910-798-4200. Booking information must not be treated as a finding of guilt.

The statewide sex-offender registry offers name, address-area, location, and registration-number searches. Sheriffs supply its data to the SBI, but addresses can change and positive identity requires fingerprint comparison. A same-name result should be checked against dates and official identifiers. For a court outcome, use eCourts and obtain the file from the New Hanover clerk.

Wilmington Public Records Offices

These three counters resolve most local access problems. Call first when a request involves an older book, a certified copy, or a record missing online. Each office has its own custody and cannot certify a different department’s files.

Register staff handle recorded instruments and local vital copies. The clerk handles court, divorce, estate, and special-proceeding files. Tax staff answer parcel and assessment questions. Wilmington city administrative material belongs with the relevant city department or City Clerk rather than one of these county counters.

Protected Wilmington Records

Open government does not mean every data field is open. Court orders and specific statutes protect sealed or expunged cases, juvenile delinquency, adoption, and many commitment records. Medical and tax data, criminal-investigatory material, parts of 911 databases, and public-enterprise billing details have separate restrictions. Federal law limits personal motor-vehicle information.

North Carolina’s Address Confidentiality Program lets eligible people use a substitute address when agencies create new files. It does not erase older records. Election officials retain a participant’s actual residence for administration but withhold it from public release. Older recorded documents containing Social Security or financial-account data may qualify for a statutory redaction process, but the full deed is not removed merely because one field is protected.

These rules protect people at genuine risk while preserving lawful civic access. Search-engine removal or suppression by a private data publisher does not alter the official source record. Changes to an official filing must go through its custodian and the law governing that record.

Request Wilmington Public Records

A focused request is easier to locate, review, and release. Start with the office that created or maintains the file. Search its index first, but treat the counter, telephone, mail, library, archives, and public terminal as normal access channels rather than last resorts. Older and document-level material often needs one of them.

1. Name the custodian. Route deeds and marriages to the Register, cases to the clerk, parcels to Tax Administration, and other county administration to NextRequest.
2. Describe an existing record. Give a series, date span, person or address, and any case, parcel, book/page, or instrument number.
3. Choose the useful format. Ask for inspection or an electronic native-format copy when the office can supply it.
4. Confirm cost before copying. Separate a free index or inspection from plain-copy, certified-copy, and extensive-use charges.
5. Resolve a limit in writing. Narrow an overbroad request, ask for the legal basis of redactions, and use G.S. 132-9 remedies only when needed.

A disputed technology or extensive-use charge may be taken to the State Chief Information Officer for mediation. A wrongful denial may be challenged in superior court under G.S. 132-9. Keeping the original request, dates, cost messages, and each response creates a clear record of the process.
